Even though it came in boosters, this was an odd set...

*** HINT ***
The set in question did not come in the original "boxy" style boosters.

It has to be Rebels and Imperials, the only other style of "boosters" released. Some argue over whether it should be considered a "set". I personally don't count it. They should have done alternate paint schemes on all those pieces, then they would have sold tons of 'em. I'd still be chasing some of them, so I'm glad they didn't.

I was a little too vague methinks, R&I is not the set you are looking for When I said it is not in the "boxy" style boosters, I am talking about the style of boosters that Rebel Storm came in. The set you are looking for came in the Masters of the Force style boosters. There is one set that has an "odd" attribute to it that no other set shares (including R&I) ;D

ANSWER:
Imperial Entanglements
This was the only set that came in boosters to have an odd amount of minis. The Elite AT-AT Driver brought the count up to 41.
